1994 Chevy Astro air conditioning?

i dont have high speed on my a/c, but i have lower speeds,is there a relay behind the speedometer?

There is a relay called the high blower relay which I think is located under the hood bolted to the firewall with 2 10mm bolts. Most likely cause.
