1993 Chevy Astro FUSES

MY FUSE WENT OUT THAT CONTROLS MY TAIL LIGHTS / DASH LIGHTS AND HORN. I REPLACED THE FUSE BUT NOW IT KEEPS BLOWING OUT. I DON'T KNOW IF THERE IS TOO MUCH POWER IN THE MAIN FUSE ( WHEREVER THAT IS ) OR IF THE WIRES ARE TOUCHING IN BACK. PLEASE HELP ME FIGURE IT OUT SO I CAN FIX THIS PROBLAM ASAP. AS OF RIGHT NOW, I CAN'T DRIVE AT NIGHT, OR WHEN THE WEATHER IS BAD. PLEASE HELP

Does fuse blow imediatly when replaced? Or after awhile?Say when one of these items used?

The 1st time it was replaced, it lasted about 3 - 4 weeks. Then it blew out again. Now it goes out right away

Fuse # 3 30 amp is for horn/dome light
Fuse # 7 20 amp is for tail/park lights & headlights
Which one is blowing?

Its a fuse that controls the tail lights / horn and the dash lights. My headlights work fine and so do the interior. So, I can't drive at night b/c I can't see how fast or slow I am going and I have no tail lights. There's 1 fuse that controls those 3 things that keeps going out
