ABS Light comes on and stays on. Attempting to use code scanner light stays on after "bulb Check". Scanner instructions are "proceed to the diagnostic procedure in The vehicle service manual for the anti lock light ON sympton." I do not have a service manual and need to know what is being referred to. Or do most Over the counter manuals cover this problem?

Sounds like your scanner wont do ABS codes. Try Autozone, they scan for free. IF they cant, you might need a shop do it, get back with the code/codes.
