1991 Chevy Astro torque converter?

1991 Chevy Astro 6 cyl Two Wheel Drive Automatic

the van struggles to get up to speed on take-off, winds out every gear, and tops out at about 45mph, also occasionally stalls when idling or when shifted into gear. Could this be the torque converter?

There may be a few reasons for this but to be sure i would get the transmission tested by a specialist, i would like to see the line pressure results and the torque converter stall test done and see the report or the specialists recommendations first.
