1990 Chevy Astro engine air filter replacement

I just purchased and am servicing it I cannot get the cowling out, iI loosened the 2 clips but it doesn't want to move, don't want to force it thanks marvin

The cowl doesn't need removed to replace the air filter. It is in the engine compartment. Let me know if it is something different.
