P0171 bank one too lean?

I have checked for vacuum leaks no results changed fuel filter, but when I changed it it looked a tad bit smaller than the one I took off. Ports all fit so I figured it was fine, any way idle did not get better so I changed the plugs still has check engine on. Also cannot fill my gas tank pump keeps shutting off after about five or six cents. I think that could be a return line for fumes to escape clogged but cannot find clog either.

The p0171 is most likely a vacuum leak I know you said you could find one, but most likely a vacuum leak. Best way to find a vacuum leak is to inject smoke into the vacuum system and look for escaping smoke. Also check the fuel pressure to rule that out. For the not taking gas at the pump sounds like a vent valve that could be stuck shut. They are back by the gas tank.
