It comes on when you start it and goes off and comes back on and stays.

Hi,
First, it is normal for it to turn on when first started, but it should turn off and stay off after a second or two. If that isn't the case and it stays on, we need to retrieve diagnostic trouble codes to see why this is happening.
This vehicle has an OBD1 computer system which doesn't require a scan tool to retrieve codes. Here is a link that explains how it's done. Do this and let me know what codes you find.
