After getting a new key cut and reprogrammed the car still has power but does not crank over?

So short story involved in house fire and my keys were inside so had to get a whole new key cut and reprogrammed. Since it got reprogrammed, my car still has power but doesn't crank over. The only way it starts is if we spray starting fluid in the carburetor.

When you say it does not crank over do you mean the engine cranks (starter working) but not run? Also, can I ask if the security light is flashing? If so, this is your problem, the security system cuts the fuel pump operation so nobody can steal the car. I would redo the ignition key coding because it sounds like it was not done correctly.
