The CEL flashes 10 times KOEO after the ignition light goes out. Is this an indicator of a misfire?

No. The 10 flashes on a Chrysler product indicates that the emission monitor tests have not run fully. If the battery was just replaced or someone cleared the monitors while erasing a code it will flash that way. If none of those have occurred, then it's possible that the power to the ECM that keeps that in memory has an issue.
