Catalytic converter replacement

Hi. If a catalytic converter is close to needing replacing, should this come up on an MOT? I bought a car in December with an MOT done in November, but the engine light came on yesterday and diagnostic says it needs a new catalytic converter and that the front flex pipe is blowing.
I'm trying to figure out if they did the MOT properly or if I was taken advantage of when I bought the car.

They can go suddenly. If it has been a year, I suspect it was okay when it was done.
