cat at full operating temperature is only 90 degrees in front and 130 degrees in rear.

Is this Fahrenheit or Celsius? It sounds like the cat is working what seems to be the problem cold exhaust?

How can a catalytic converter only be 90 degrees Fahrenheit when it's completely warmed up?

Yep, it should be hotter than that. Can you test the meter on something else? Also are you pointing the meter at the inlet pipe?
