If the butterfly is open with the truck off is the choke stuck open?

When the engine is off, the choke plate (top butterfly) should be open. (However you should close and open the butterfly by hand just to see if it moves freely)
Once the engine cools down for a long period of time (sits overnight) it is possible to "set" the choke (that means to get the butterfly to close). With the engine off, simply push the accelerator pedal to the floor one time. The butterfly should close (this also puts the carburetor on "high idle" until the engine warms up). You can remove the top of the air cleaner to see if the choke closes.
If the butterfly does not "set" (close) after the engine is cold (sitting overnight), then adjustments are needed. There are also a couple of dashpots and linkage to check/adjust (if necessary).
