Manifold converter and muffler center assembly need replacing, can I replace these two parts with non-CARB compliant parts?

I’ve been told by the Hyundai dealership that my manifold converter needs to be replaced as well as the muffler center assembly. They said that the front catalytic converter is breaking apart and sending debris to the second catalytic converter, therefore needing to replace both the manifold converter and the muffler center assembly.

My car is a California car, but I do not live in California and the car will not be registered there. My state has no CARB compliance requirements.

My question is, if I can replace these two parts with non-CARB compliant parts, which are significantly cheaper. I have the part numbers that the dealership gave me, but I’m wondering if these are literally the only options or if I can find a different brand. Other things have options of multiple brands so I’m wondering if car parts do as well. I’m unsure of how to tell for sure what will work with my car.

Do cars built to California emissions standards require CARB compliant parts to function? Are these the only parts that will work with cars built to California emissions standards? Again, I am not in a state that has emissions regulations like California. The car is registered in Idaho.

The dealership was of no help with this. They wanted me to just go with their $2,300.00 quote with CARB compliant parts which were marked up in price from what I can find them for online.

You should be okay if the parts will bolt up, that would be the issue. I can see why they wouldn't. Also, if the first catalytic converter fell apart they may be able to clean out the muffler and second catalytic converter. Check out the images (below). Please let us know what happens.
