Car won't start in the cold weather

Hi. My car won't start in weather, anywhere under -27 Celcius even though I have the car plugged in for the block heater. In warm weather, it seems to run fine. I have the car parked outside the apartment where I live. What can be done to make the car start in cold weather?

When it doesn't start, have you checked to see if there was spark and fuel to the engine? At this point I am assuming that the starter is working and turning the engine.
