Engine cranks but does not start?

My mother's car was still in and taken to the impound lot when we got the car back it was missing a lot of fuses a lot of relays in the battery and it won't start. We've replaced all of the relays and fuses and put a new battery in the car, and it still won't start. it turns over but it just keeps whining and whining and whining.

Hi,

When you say whining, does it sound normal, or does it seem to spin faster than normal? Could you record it and upload it for me to hear?

Also, see what happens if you try starting it with starting fluid. If it tries to start and then stalls, we know there is a fuel-related issue. If there is no change, I need you to check for spark to the plugs.
