Car will not start

i was driving on the highway and my vehicle lost accelaration and eventually stalled. trying to restart it just makes a clicking sound and a whiney sound and then nothing happens. Battery has power and all lights are turning on.

I know the lights are turning on but this can still mean the battery has gone bad. to confirm the issue let follow this guide:
