Security system will not disarm

Security system won't disarm, cluster fuse keeps blowing. I've tried rebooting by removing negative wire on battery and tried by-passing security with door lock reset but nothing worked. I'm at the point now that I think it could possibly be the wires in the steering column?

Hello,

I have seen the cluster short out in these cars causing this issue. Can you remove the cluster to unplug the connector then replace the fuse to see if it still blows. Here are diagrams below to help us fix the problem. If the fuse does not blow get a used/rebuilt cluster to install it. here is a video of the job being done on a similar car:
