Car will not start, when I put the key in the ignition and the key just spins around and around and will not start?

I need your instructions on fixing it please thank you. I had to disconnect the negative battery terminal because it wouldn't turn off. It was stuck on the on position, it wasn't running.

Sure, it sounds like the key tumbler lock has fallen apart and is stuck in the on position, which is common, here are the instructions on how to change it out. Check out the images (below). Let us know if you need anything else.
