Car will not speed up

I am in the process of buying the car listed above. The seller says that the car needs vehicle speed sensor to speed up. But I have never heard of a car not being able to speed up with a bad VSS. Any thoughts?

Hello, I'm Danny.

Yes, That is correct. The VSS sends data to the ECM/PCM. If the sensor is bad/malfunctioning it will send incorrect data and set diagnostic code and possibly put car into "limp mode" thus car will not accelerate.
