Car will not turn off?

This happens when the BCM goes out, (body control module) but to be sure we should do a CAN scan, you can get a CAN scanner (Controller Area Network) from Amazon from about $32.00.

Here is how to change the BCM out which includes the location as well. You can find a rebuilt unit by searching Google or Ebay which the programming is already done and ready for installation, have your VIN number ready. Check out the images (below). Please let us know what happens.
