Car will not crank/start

I put the key in to crank it and it just makes the ehhh ehhh ehhh (turning over sound) sound. Like it wants to crank but will not. The lights seem to be bright inside and out. I hooked the battery jumper machine up to it and the ehhh ehhh ehhh (turning over sound) sound sped up like it gave it more power but not enough still to get it to crank. I am not able to check to see if the battery is good or bad because I do not have the correct tool yet to take the battery out so that I can get it to an Auto-part store.
