Car doesn’t want to turn when is parked the steering wheel stops turning and the squeaking becomes worst once you move you can steer again. It s not leaking oil and I replaced the oil when I bought the car. The belts are in good condition, I think the issue is the rack and pinion. But who knows?

If you can upload a short video of the noise, I can tell for sure what's going on, but it sounds like a belt tension issue. The belt might look okay but if it is loose, it will make noise. Check out the images below to see what I am talking about. Check out the images (below). Let us know what happens and please upload pictures or videos of the problem.

As you can see the car is parked and doesn’t want to steer in both directions, I’ve changed the tie rods and stabilizer bar, because at high speeds the steering wheel would shake also when breaking the steering would move so we change the rotors and the rotors made a big difference. However, when I’m going downhill and fast the steering wheel still shakes do at this point I want to change the rack and pinion.

Yep, that looks like the rack or pump is bad, have you flushed the fluid? It seems like the power rack selector valve is bad which is laboring the pump. Here is how to change the rack out and you will need to have the toe adjustment done for the alignment. Thank you for the video. Check out the images (below). Please let us know what happens.
