When attempting to pull it out of driveway seems like car wants to stall

I was told i still need to get a "harmonic balancer' (crankshaft pulley) welded onto the car, when i took it to the shop.
I got an oil leak fixed, so i put this other repair off at the time. Now i am wondering if this almost stalling behavior has anything to do with what i delayed fixing?
Or is it low on gas, needs a tune-up, or what?

Wow, I can't think of any reason to weld a harmonic balancer on to the crankshaft. It is bolted on and balanced. Welding it would not be a good idea in my mind.

As far as the driveability issue, does it only happen when first started?

Any of the things you mentioned, low fuel, low fuel pressure, tune up, vacuum leak, bad idle air control valve, dirty throttle body, can cause this.
