Car overheating in -15 degree weather

My car is overheating in -15 degree with -30 wind chill. The car smokes from under the hood and the heat gauge is at max. After heating up the car for 30minutes. Once the car is shut off it cools down to half the heat gauge in less then a minute. Does anyone have any suggestions?

Is the coolant level full? Have you checked the thermostat? Also, is the coolant you have in the vehicle strong? When the vehicle is moving, the air temp drops and can cause the coolant to actually begin freezing. That can cause this problem too.
