Car not rolling in neutral?

I bought it with a transmission issue. Won't go out of park. Guys at auction had to go under it and released it into neutral so i can tow it, am not there, but it's a common procedure on these. It did go into neutral. Tow truck driver got power emergency brake off, but she won't roll. Rear wheels are holding, front is not. Any suggestions? It is showing in neutral on the shifter which is expected. And this is how they were able to move it around at the auction.

Hi,

Is it both rear wheels? Are you sure the electric parking brake has been released?

Do me a favor. I attached the directions for releasing the parking brake system in the event of an emergency. Try what is suggested and see if the brakes release.

Yes, parking was released, turned out the guy who went under it to release the transmission did not fully screw it in. All good now, thanks.
