Car not rolling in neutral?

I bought it with a transmission issue. Won't go out of park. Guys at auction had to go under it and released it into neutral so I can tow it, am not there, but it's a common procedure on these. It did go into neutral. Tow truck driver got power emergency brake off, but she won't roll. Rear wheels are holding, front is not. Any suggestions? It is showing in neutral on the shifter which is expected. And this is how they were able to move it around at the auction.
