Car makes whizzing noise while trying to turn over but won't start

2 weeks ago we changed the battery. We had to clean the throttle body afterward because it wouldn't idle. When it finally started it was making a metal grinding noise only while starting, but ran fine after that. Last week it started and made the noise, but the grinding continued the whole time and 2 blocks up the road the car died. It wouldn't start after that just made a whizzing/whining. Changed the starter and no change. Have no clue where to look from here.

remove the starter motor again and check the flywheel teeth. the old starter may have damaged the flywheel

We looked before we put the new one in because we were concerned about that because of the grinding and it looked okay.
