Hi,
Does it only overheat when the vehicle is in stop and go traffic or does it happen at highway speeds as well?
As far as the cooling fan, when you turn the A/C on, it should turn on as well. Is that happening?
As far as the fuses, I need you to check two of them in the vehicle's fuse box behind the left side of the dash. See pic 2 for fuse and location. In addition to just checking the fuse condition, confirm there is power to it. Follow this link if needed.
Note: Pic 1 is from the wiring schematic showing one of the fuses for the cooling fan. IF you find a bad fuse, make sure to only replace it with the same amperage fuse that is in the vehicle now.

Next, I want you to check for diagnostic trouble codes. You don't need a scan tool for this vehicle. Follow this link and let me know what you find:

Let me know what you find.
