Car is overheating

With the car running you can feel the hoses coming off the radiator the one on top gets hot pretty quick but the one on bottom does not get hot at all. It has got a new radiator and the temperature gauge never says it is over normal. The overflow tank cap never has any pressure on it but it will be supper hot. Is it the thermostat or collapse line?

It is the thermostat sticking. Here is a guide to show you what you are in for when doing the job and diagrams below for what it will be on your car:
