Should be 33-38 psi with vacuum line disconnected from regulator. Check for a vacuum leak as well

Fixed a few things on it, now it starts and throttle and rev out nicely but after I rev it the rpm goes up to like 4000 and won't come back down till after a long period. When it does come down the rpm keeps jumping at idle. How to fix this issue?

No I haven't but I'll check the sparks plug in the morning.
I found 2 vacuum hose that has torn. I replaced them but now it starts and then dies down completely. I'm planning on changing my tps. When I try to wiggle it the car gives no signal from the tps

Check for spark and check compression but make sure to scan for codes auto parts does for free. Do not guess on part replacement as they may be good.
