Fluctuating RPM's

As soon as I start the car the engine begins to rev up and down.

This could be a couple of things but we need to start with checking for a vacuum leak. Here is a guide that will help with that:

The next most likely cause is the throttle bore is not clean and the throttle blade is fluctuating due to the ECM controlling the idle through the throttle body. Here is a guide that will help with that:

Lastly we need to run through the relearn procedures that I attached just to be sure that after it is cleaned the throttle plate position is learned by the ECM as it may change with it being clean.
