Engine cranks, but will not turn over after removing the immobilizer

I lost my key and tried to take off the key immobilizer so I could try to start it without having the key because I couldn't afford to buy a new one. I couldn't get to work though, so I put it back together and had a locksmith come and remake it but it only cranks and won't fully turn over and the green key symbol blinks on the dashboard.

Hi,

What was removed? As far as the new key is concerned, did the locksmith reprogram the immobilizer to recognize the new key? If not, the vehicle will not run. The immobilizer must recognize the key to signal the ECM to allow the fuel system to run. See pic 1.

If this was not done, the car won't run and will require the new key to be registered within the ECM. Here is the catch: It requires Honda programming. I don't believe it can be done with an aftermarket scan tool.
