Car bogs as soon as turbo starts spooling

Ok I have a 97 talon tsi turbo fwd it idles great. But when you are driving its awful as soon as hits 2500 rpms it starts sputtering and won't gain any boost I have to shift at 2300rpm every gear to prevent sputtering I am just lost on this one please help me

Scan for codes and check fuelpressure first

Ok I know how to scan codes but how do I test fuel pressure? And thanks for response
