Car acts like it want to run hot with air cond. on.

I recently had the heater hose replaced and I had fan replaced. However when I'm driving the car with the air conditioner on it looks like it wants to run hot right, but when I turn the air off, the temp needle goes back to normal. I don't have a problem as long as I don't turn the air on. The air blows when on and seems to cool. Could this be a thermostat or a fuse problem?

Check if the condenser fan is coming On

besides checking condenser fan for operation which only should come on when a/c is on when hot check rad for cold spots with engine off if you feel any then the rad is bad
