Cannot get the upper starter bolt off

Got the two lower ones off but cannot get to the upper one. Anyone have any tips on how to get to it?

You need the correct tool for this. A socket with extension is the solution. Reinstall one of the easier to remove bolt first, it helps to hold the starter and makes removing the last bolt easier.
