tried to disable my OnStar no it does not start?

I believe someone tried to disable my OnStar. Now I've replaced the fuse but no matter what size fuse I use it immediately blows. And I can't get it to start, and OnStar can't run diagnostics because the fuse is blown. What can be done? Please advise.

You cannot disable the OnStar for your car. Can I ask what was done? wire cut extra? Here is the wiring diagram for the OnStar so you can put it back together also which fuse blows? Please give me more information to go on.
