Cannot connect the scan to my car

I tried to connect to read my check engine code, but it does not want to connect. I tried with two scanners and still does not want to connect.

What I need you to do is first check for power to the DLC as well as ground. On any DLC connector I have ever seen, pin 16 is battery voltage. That is industry standard. So, with a test light, confirm that it is getting power. Pin 8 is powered when the key is on.

Now, Pin 4 is chassis ground and 5 is signal ground. Test for continuity between those pins and a known ground.

I attached pics of the wiring of the DLC and added another pic of the power supply fuses. If there is no power to the aforementioned pin (16) check fuses.
