Cannot adjust parking brake, wheel will not move?

Okay, here's a good one:

I was having problems with the parking brake. One wheel was moving fluidly, the other wheel not so much. This is after replacing rear brake pads, both rotors, and one caliper recently.
Currently, the rear driver wheel/rotor will no longer move, even with the caliper removed. I cannot access the star adjuster nor get the rotor off (using a rubber mallet).
The parking brake is not on, and the other wheel (passenger) seems okay.

So, what happens is the parking brake cable gets locked and will not release. I would check the actuator arm on both sides to see if they are in the same position, also do you have the mounting screws out of the rotor? This video can show you how to remove a stuck drum/rotor. A rubber mallet won't work.
