Cannot find where to loosen belt on 92 crown victoria

My friend and I have gotten ourselves into quite a fuss trying to perform the 'simple' procedure of loosening the belt in our quest to change the water pump. Our tensioner does not seem to have an open nut in which a socket could be used to loosen it, though we know for sure it is the tensioner we are looking at.

There's two different designs depending if the engine was built before or after June 1992, but both have a hex nut in the center of the pulley.
