Camshaft timing out

Have just replaced two cylinder heads on a 6ve1 Jackeroo engine, and now i cannot get it started. i am wondering if it is possible that i am 180 degrees out with the crank shaft timing. i set number two cylinder to TDC aligning the notch on the crank with the mark on the oil pump. (is it possible that this was TDC on the exhaust stroke?)Timed both cams as per manual instructions. engine will not start and seems to be getting a popping noise in the exhaust when spinning the engine. before i start pulling the thing apart again thought i would ask the question.

Sure. The best way to tell if it is out of time is to do a compression test.

This engine is an inteference fit so i am a bit reluctant to spin it over any more? is there another way to tell if the engine is 180 degrees out? i am right in thinking that i may have set it on TDC exhaust or is this not possible?

It is possible. If it is 180 out some damage may have already occurred. But first you could gently turn it over by hand, stop if you feel resistance. Bring number two up to TDC the same way you did when installing the belt. Now put a leak down tester on it. See if it is okay, if the timing is 180 out you will hear leakage because the valves are open. Then follow the firing order and check the rest of the cylinders.
If it was out this will also point you toward any damage.
