Can I torque the cam sprockets while the belt is on?

I forgot to torque both the rear and front cam sprockets down, do I have to remove the entire timing belt? I am worried it will move one gear and throw everything off. Please help.

I would not rely on the timing belt to hold the gear while you tighten it, you might be able to hold the camshaft once you remove the valve covers, did you replace the camshaft seals is that why the gear was removed? Sometimes the camshafts have flat spots you can install a wrench onto to hold the cams while tightening. Can I ask how you got the gear removed from the camshaft? Please let me know.
