Safety systems, including power windows, usually use an auto-resetting circuit breaker instead of a fuse. If there's an intermittent short, the circuit breaker will reset on its own when the short goes away, which will allow you some use of the window function.
When only one passenger power window doesn't work in only one direction from one switch, it can be caused by either the passenger's switch or the driver's switch, regardless which one doesn't work one way. When all the passenger windows don't work, one suspect is the driver's lock-out switch, but a better suspect is frayed or broken wires between the driver's door hinges.
