I have a buddy working on the vehicle listed above and needs to know what to set his torque wrench at to tighten the bolts back up. any help?

What are the cam head/valve cover bolts torques specs?

These look like torque to yield, so you will need a torque wrench capable of measuring degrees. This video will show you how:
