1999 Cadillac STS engine will not turn over

I have 12.6 volts at battery, car started fine yesterday. Today, won't even click, but I have power to all accessories. Tried jump starting, nothing happened. I think it may be in one of the start or ignition relays. Is there a way to check them rather than starting to replace them one by one? Does this model Caddy have any other notorious quirks besides the head gasket issues?

There is a two wire connector at the front of the rear bank of cylinders that runs under the intake. There is a large gauge purple wire in this, that is your starter signal wire. Disconnect it and probe it with a test light while turning to crank position. If it lights every time, you need a starter.
