everytime I try to start the car the system says wait three minutes security , and it does this all of the time

More than likely, with your type of system, it has a fault with the ignition lock cylinder. There are small wires that run to the cylinder which break over time. The result is the key not being read by the VATS module, and can result in no start/no crank.
