I have a 95 cadillac sls and as soon as I start the car it shoots to 3500+ rpm

Is the throttle butterfly stuck open, the accelerator/cruise cable holding it open?

The butterfly is closed and the throtle control motor is working. I am thinking the intake manafold has a crack in it considering they are plastic and are known for cracking but I am just trying to confirm it before I buy one.
