Ignition ?

1993 Seville 4.9 118,000 miles. Key out, ignition off but speedometer races to the max. Ding, Ding as when key is in and door is open. This discharges the battery. Battery will not charge because of this. Where do I start?

The actual electrical part of the ignition is mounted on top of the column down low. could be comng apart inside or it could be a problem up in the tumbler/rack part of the switch, not moving all the way due to a worn or broken part
