what is the normal operating temperature for a 1994 Cadillac Seville, 4.6 Northstar

depends what degree of thermastat is installed, most popular are 160 or 180 degrees, the car will fluciate some depending on what kind of driving, if you are going up a steep hill the engine works harder and the temp will go up a little, compared to driving on flat road, the outside temp will also influnce the running temp.
