1998 Cadillac Seville Front Wheel Drive Automatic 178000 miles

WHEN I START THE CAR, AT TIMES THE ENGINE TURNS OVER BUT THE CAR WILL NOT START. WHEN THIS HAPPENS THE INSTRUMENT LIGHTS ALL GO OUT. IF I TURN THE IGN. SWITCH ON AND OFF, THE INST. LIGHTS WILL COME BACK ON AND THE CAR WILL START.
