Sometimes the air works and sometimes not. It always starts high and as the fan speed slows down it sometimes just shuts off. It is an intermittant problem. I have been told that the controller is going bad and or it could just be low refrigerant causing the problem. Which do you think is most likely?

Low refrigerant isn't going o make the blower slow down. That system uses a blower speed controller to operate the blower motor. In this case the controller and blower motor are both incorporated into the same part s chances are, that is your problem. This is not an easy part to change either when you see where it is located.
